KAVEH’S STATS
Kaveh’s statistics are not bad for a four-star character, all the parameters are quite similar to those of Razor ; These would be his parameters when promoting him to level 90:

This ult causes Kaveh to briefly spawn an area that will deal Dendro Damage to enemies and explode all Dendro Cores around it, also conferring the following buffs:

THE BEST BUILD FOR KAVEH (DPS ENABLER)
Kaveh’s kit is specifically focused on the Elemental Reaction of Bloom, we will have to focus on boosting his Elemental Mastery to a large extent so that when generating these Elemental Reactions and exploiting them with his elemental (or with the ult if you have C6) he generates the maximum possible damage.
But Kaveh has many ways to achieve a large amount of Elemental Mastery without wearing the crown and chalice with this attribute as his main stat: the 100 points that the passive gives him when casting his ult, characters who share Elemental Mastery like Nahida or Sucrose , Dendro Consonance, weapons like the Flowerbordered Iron, the Golden Dreams artifact set, and the amount of this attribute he gains through his ascensions.
