One of the reasons why it is so restrictive is because the damage of the Elemental Skill increases progressively when its wearer loses or gains Life, something quite bad, since many Elemental Skills are launched instantly, or do not produce significant damage. or they even have the snapshot mechanic and cannot enjoy this effect (as would be the case with Albedo ).
Personally, I think it is a weapon in which it is better not to invest if you already have another free weapon called Poisonous Desire, which does not give you all the advantages of this sword, but it does give you greater damage to the Elemental Skill in its R5 and gives you the bonus permanently and without the need to lose or gain Life.
ATTRIBUTES OF THE RADIANCE OF CALM WATERS IN GENSHIN IMPACT

On the other hand, we have another even worse factor, since to get the 24% Life that this sword offers we have to meet the same requirement, but in this case it will be the rest of the team that will need to lose or gain Life to activate it. A character who can do this fairly consistently would be Dehya with damage mitigation from her Elemental Skill (but she uses Greatsword, of course).
